beginner mcla modding help

i would like to know how to do hex mods and maybe how to enter the hex cheat codes.
and I would really really want to know how to make rep work so you can unlock car classes
i modded my rep to 22 thosand somthing to get class 4 cars performance car parts and cars but it says i have that rank but wont let me unlock any classes!!! and every time i try to make one car another(like turning a golf into a saleen)it deletes that car!!!
please can sombody help!!!!!!

Iknow, I tried turning my 1098R in to a DB9; and it just deleted my 1098R. I don't know what happened!!??
